Sexual Harassment, Graded

If a NOTICE is in all capital letters it's more SERIOUS.  Bonus points if your notice is printed in red and white. Double bonus points if the notice is supposed to be funny, but just manages to be stupid.

Why, oh why, is the author of this notice compelled to use quotation marks around the word GRADED? Maybe because the grade referred to isn't a grade (as in a position in a scale of rankings awarded for the quality of said harassment). Or, maybe the harassment will be graded (leveled out or made flat). It might be more appropriate if the harasser was graded, but that would make too much sense.

Whatever the reason for the rest of it, I'd just like to know how this sign's author would explain the stray period lurking within the misplaced quotation marks.
